In accordance with the requisition contained in Your Lordship's Despatch N°218 of 27 June, I have the honor to forward herewith an account of the Civil Expenditure of Hongkong from the 1st September, 1843, to the 31st March, 1844, accompanied by a letter from Mr. Caunter Martin, by whom it was drawn.

I beg leave at the same time to inclose the additional documents required, namely Estimates of the Civil Expenditure of the Colony for the years ending 31st March, 1844/45, and 1845/46, with Mr. Martin's letter on the same.
